State Govt urges Centre for early DMR license to operate EWDS project


 State Government has urged the Centre to expedite the process of issuing the Digital Mobile Radio (DMR) Licenses for operating Early Warning Dissemination System (EWDS) project.

Chief Secretary AP Padhi has also urged Union Telecommunication Secretary Aruna Sundarajan to provide clearance to wireless link, network and frequency allocation for State government’s EWDS projects.

“The delay in issue of license and clearance for the DMR Communication System will lead to delay in implementation of the project and increase the vulnerability of the people of Odisha during impending flood/cyclone”, said Special Relief Commissioner Bishnupada Sethi.

Sethi is also approaching the Union Government in this regard as DMR Communication System is highly essential for a State, which is facing repeated disasters time and again.

The State Government had in November last year brought the issue to the notice of the Ministry of Home Affairs (MHA) and Department of Telecommunications (DoT).

However, in April this year MHA and DoT officials held a meeting to sort out the problems in this regard.

Though the meeting had decided that DoT will expedite the issue of DMR license to State through administrative assignment, the clearance has not been received so far, said sources.

Notably, the State government is implementing the project in a bid to effectively communicate early warnings about impending disasters to the people of the State.

The project will connect the State Headquarters with as many as 22 blocks in six coastal districts under the Government of India sponsored National Cyclone Risk Mitigation Project (NCRMP).

The project, inter alia, covers installation of DMR communication system at district, block and shelter levels and activation of 122 alert sirens.
