CS for strengthening IDCO land bank system




 Chief Secretary Aditya Prasad Padhi today directed the Industrial Development Corporation (IDCO) to strengthen its land bank system.

Padhi who visited the IDCO Headquarters here also directed to make all GIS-based information on land so far identified online and prepare a online test system to recruit personnel.

The Chief Secretary during his interaction with senior officials of the IDCO asked them to expedite and complete construction of Odisha Bhawan in Chennai and Tower-2010 in Bhubaneswar by October this year.

At a meeting with the officials Padhi also suggested making online the Automated Post Allotment Application (APAA) and Enterprise Resource Planning (ERP) softwares to make land allotment, management of allotted land, supervision, revenue collection, financial transactions, file and Human Resource management smooth and transparent, said sources.

“These systems will help in going online during mortgaging land,  change of name of companies, change in the products, reconstitution of Board of the companies, sub-lease, sub-letting and merger,” the sources added.

According to sources, this shall also help in maintaining a database of all industrial enterprises.

Notably, nearly 3556 registered units are operating in the 106 Industrial Estates and several others have been asked to get themselves registered.

The sources said the revenue of IDCO has risen to 145.34 crore in 2016-17 from Rs 38.74 crore in 2015-16 fiscals. Padhi during his visit also reviewed the nine new Industrial Estates in Balarampur, Hartamada, Lahanga, Jharsuguda, Ramdaspur, Dampara, Malipada, Jaymangala and Mundama areas.

With these Industrial Estates the total number of such clusters has risen to 115 from 106, the sources added.

The Chief Secretary was informed that as much as 1,22,000 hectare has been identified in 25 districts as suitable for setting up of enterprises.

Padhi directed the officials to classify these land and launch compensatory forest, solar parks etc, the sources said.

The meeting also reviewed several mega projects such as Paradip Plastic Park, Angul Aluminium Park, Deras Sea Food Park, Info Valley SEZ, Bhadrak Apparel and Food Park, Chhatabar Apparel Park, Jagannath Enclave and Balukhand.

Padhi directed the officials to complete raising of compound walls, site grading, inner roads, storm water drains, water supply, sewerage, solid waste management, power supply etc on schedule.
