Chief Secy for satellite, GIS mapping of vacant govt land

 Chief Secretary Aditya Prasad Padhi today directed Odisha Space Application Centre (ORSAC) to take up satellite and GIS mapping of the vacant Govt land in several municipal areas where it has done been done so far.

Padhi’s direction came during a review of the ORSAC activity at its Governing Body meeting here. The Chief Secretary asked the Housing & Urban Development and Revenue & Disaster Management departments to take up concrete steps for protecting the boundaries of such identified lands as quickly as possible.

He advised the Agency to strengthen its IT wing and scale up geo tagging, develop the mobile apps of the information and data base already created for their wider accessibility and more effective use.

Padhi directed the ORSAC to hand over the completed projects to the respective departments and agencies for maintenance and updating.

According to sources, the Agency under the Science and Technology department has almost doubled its operations and earnings over the years.

According to sources, the total turnover of the Centre during 2011-12 fiscal was around Rs 23.8 crore rose to Rs 29.71 cr in 2012-13, and further to Rs 31. 12 crore during 2014-15 while In the current fiscal the total annual receipt has crossed Rs 62.11 crore.

The sources said, several Union government departments and other agencies have also entrusted various projects to the agency adding it has taken up around 27 GIS mapping projects through satellite imagery and ground truthing during the year 2015-16.

ORSAC has found out around 10, 800 acre unused vacant Government land within Bhubaneswar Municipal Corporation area and identified around 2.40.000 acres of vacant Govt land in different districts which can be utilized for various purposes, they added.

ORASC, they said, has also completed geo referencing of 1.50.000 cadastral maps of various districts of State and linked it to the Bhulekh data.

It has stored 106 layers of information about State in Odisha Sumpad website which is available for public use, the sources said adding the Agency has developed Odisha Industrial land portal linking it with Bhulekh and industry categorization of the State Pollution Control Board for immediate reference of the investors and enterprisers.

The major projects taken up by the Agency includes Odisha Land Bank Project, Industrial Portal Portal for Land Use and Services. Web based Power Portal, Land Information System for GA dept, DGPS survey of mines & coal blocks of Odisha, National Land Record Modernization Project, Odisha State Spatial Data Structure, Block Level Resources ATLAS, Ground Water Mapping, Road Data Base Generation Project, GIS based planning and permit management system for state carriage permits in Odisha, GIS based Tracking of Mineral Carrying Vehicles, Remote sensing based property tax assessment and Connect the Unconnected programme of the State.

Secretary Panchayati Raj Deo Ranjan Kumar Singh, Secretary Housing & Urban Development Department G Mathivathanan, Additional Secretary IT Rudra Narayan Pallai along with other members of the Governing Body participated in deliberations.
